  'Job Description supports :
  1) Service-directed data-staging (i.e. specify data-stagings),
  2) Client-initiated data-staging (i.e. specify data-staging but service will do nothing, only control whether files existing),
  3) Manual data-staging (i.e. no specification of data-staging elements)'

• 1) Service-directed data-staging is OK,
  2) Client-initiated data-staging is unclear,
  3) Manual data-staging requires 'Hold' points for Activities, which have to be implemented in 'Hold' states inside the State Model, and make this State Model very complicated, AGAINST best practices.
• So, globally, I vote AGAINST this requirement
