Thanks for submitting this request. I've confirmed the functionality that you've experienced.
Can you give me your "use case" for why you would submit an updated document and not want to change the version? I have no doubt that you have a good
reason, I just need the use case to make my "case" to the vendor.
Notifications of updates go to a) the submittor and b) anyone else who is "monitoring" the document. Are you saying that others who are monitoring
the document did not receive a notification of the update?
I'm guessing the logic is that document details (submit date, etc.) only get updated when there is a new version (which obviously is insufficient for
your use case). I'll need to check on the notification logic.
