• Therefore, I suggest to change the original title to
  'When reusing existing standards, specifications and interface definitions for the Execution Service SHOULD NOT keep obsolete and never used elements (by whom?), but SHOULD provide clean specifications and interface definitions'

• I am afraid that ensuring that a specification element is really never used is a difficult task
• Still, if there is agreement on the new title, I would vote FOR this requirement
