• Please provide the source of this requirement

• Original title of this requirement dated 2010-03-20 was  'Operations dealing with Activity management of the service operates on Activity IDs in order to ensure a good performance'
• If Clients were allowed to issues complex queries in order to reference a whole set of Activities inside requests to the Execution Service, that would generate too heavy load for the Execution Service, which already has performance requirements for Activity management
• That is the same problem as in requirements IS12 and LB6
• For clarity, I suggest to change the original title to
  'The Execution Service MUST provide interfaces permitting any Client to issue any request concerning an Activity by specifying the Activity ID.
  Beyond simplicity, this permits good performance of the Execution Service.  This does NOT forbid vector operations on Activity IDs.  This discourages lookup mechanisms, but does NOT completely forbid them.'
