Execution Service instance must be discoverable through some information infrastructure and this is a proper way for Client to find that service
Client should not cache all information needed for communicating instance of Execution Service for long time. Instead it should obtain that information from information infrastructure.

Requirement needs clarification

Thanks to Alexander for proposing 2 interpretations
Both are meaningful, and if needed, it is possible to take both interpretations as separate requirements
I would add that Clients should NOT try to submit Activities directly to specific Instances or Shares of Execution Service (which are Site specific), but should express capability requirements inside the Job Description, and the Execution Service MUST be specified in a way permitting the Clients to express these capability requirements easily
