Description:	Since there is no (and should not be) notion about the maximum delay between an activity's state change and the recording of the change in the activity document, it was decided to add some sentences to the spec., potentially related to an example.

Some stuff goes into the respective elements, other into the introductionary part. Maybe a part talking about timing issues should go into the scope, 
e.g. "Implementation issues regarding the entity managing activities" (mention that implementation is out of scope). Before introduce the notion of a 
managing entity in the "Introduction" section.
