A normative MUST is needed here.
Take sentence from HPCP profile?
"The order of multiple Argument elements MUST be preserved".
Proposed:
"The order in which arguments are passed to the invocation of the executable MUST match the document order of the Argument elements".
Change example to include this case and make clear.

HPC Application added text is :
"The order of multiple Argument elements MUST be preserved (see the examples in Section 3.3.6)."
with some extra text in the Examples:
"Note that the order of “-cp”, “./example.jar”, and “org.example.Main” MUST be preserved (e.g., “[java] ./example.jar –cp org.example.Mail”
is not correct)."
