The standards council discussed this on the March 20 telecon, and agreed it is read for publication. It is now in 7-day GFSG mailing list final call,
prior to publication.

We discussed about public comments at OGF18 GFS-WG session. Attached is a document that reflect public comments and Mark's comment given after the
public comment period in gfs-wg mailing list.
Major change is that "update" operation is introduced instead of "move" operation. This change is inspired by the last comment from Davey. "update"
operation in the previous spec was considered to be complex. That is why we changed it to "move" operation. But, RNS entry is now enough simple.
There is no big difference from changing entry_name and changing entry_reference in the current spec.

Sorry for my delay in seeing this - you assigned it as "Priority 1" instead of "5", so I missed it as a newly uploaded document.
This looks ready for initial GFSG review. Meanwhile, please do upload an editable format, as well as the PDF.
Discussion of this document will be scheduled for the GFSG telecon on November 1, or as soon thereafter as it may be scheduled. Thanks to the authors
/editors for continued work on this document.
