From GGF11 it became clear that there is a requirement from some folks that when talking to data services that represent
 the same data resource they are somehow able determine whether these data services represent the same data resource.

This issue probably belongs in OGSA or in the OGSA Data Design effort but DAIS should pass the requirement on to OGSA/
OGSA Data Design..
