Title: (1200) Representaton of Properties
Description: 
This is placed here, as it refers to an inconsistency in the realisatons.  In various places, there are properties that 
specify extensible lists of possible values.  The XML Schema provided in the different cases is not consistent; can it 
be made so?

Example:

XMLSerializationMethod includes an "ImplementationDefined" value, whereas LanguageCapabilities seems to encourage the 
use of type extension..
