Title: (1343) Provide a default data resource for a data service.
Description:
At GGF13 Malcolm brought up an issue that if there was a one to many relationship between a data service and the data 
resources it provides access to then it might be a good idea to be able to express a default data resource somehow at 
which messages are targetted at if this is not explicitly specified in the incoming message. I guess a lot of this 
depends on the actual mapping used..

We provide a service level message that allows the list of valid data resources to be retrieved. If no data resource id is specified when a message 
expected then a fault is returned.

We have mandated the provision of abstract names as part of the lengthy process of trying to support consistent interfaces in the context of WS-I and 
WSRF.  As missing out such names complicates the picture in this delicate area, lets stick with explicit names for now.
