It seems likely that interoperability testing in the specifications will benefit from greater clarity as to what is 
mandatory and what is optional.  For example, in the XML specification, it isn't explicit what language interfaces (if 
any) must be supported.  As such, a pass should be made through the specifications to ensure that it is clear what falls
 into what category..
