1) It would be extremely valuable if it was possible to describe a period of applicability of a Penalty (or Reward) 
element. This would make it easier to express a penalty/reward structure where some times are more important than others

2) It would be valuable if it was possible to express more than one Unit/Expression pair per Penalty/Reward. This would 
enable things like compound compensation: "If you don't get your QoS, we'll give you $20 and a free run of BLAST!"
