How do we know that terms are fulfilled?
This comment reflectes the discussion of the specification at GGF 12. The content is taken from the minutes and the
discussion on the GRAAP mailing list subsequent to the GGF. This comment does not represent my personal concern or that
 of IBM.

How do I know whether service terms agreed upon are really fulfilled? Do we need to define a monitoring service?
From the comments-list
This seems to be outside the scope as it requires lots of further infrastructure. **Action: Add such information in the
spec that says that enforcement is outside the scope.
