I have read the draft and support its publication with 
a couple editorial comments echoing Von's.

a) i recommend that section 5.1 be removed. The discussion of alternatives seems more to be recording discussion within
the working group and does not clarify the actions required to 
meet the recommendation. If anything, it confuses the matter.

b) Section 5 should be retitled "Recommendations" and the
normative language guidelines of RFC 2119 used and referenced.
