As an AD sometimes I have to deal with requests for new groups and when being into that process this what we used to 
call "the 7 questions document" is very usefull to get the proposers focussed on precicely specifying what their group 
is about and what the context is.

I understand the other public remarks but I would have a remarks here:
This doc is not intended to define the whole proces. The ggf-proc working group is updating gfd1-3 for that. So I would 
say that the title is promising more than what this doc is mend for.

So changing the title may solve this. To some extend this doc is nothing more that a form to be used in the middle of 
the WG-formation process and as such very usefull.

I agree that there are many other needed for GGF to be fully documented. But "how to start a working group" is not the 
topic of THIS document. This is meant only to detail the 7 questions. I would strongly suggest if this is a topic of 
interest to you you become involved in the process working group which is reworking GFD.1, GFD.2, and GFD.3
... but only a little
Yes, this is document is useful -- but it could be MUCH MORE useful if it were
a \"working group formation HOWTO\" instead. From my experience as WG chair (and friend of other WG chairs ;-) I know 
that GFD-3 \"as is\" is not sufficient as a cookbook for founding new groups, and the many iterations through the GFSG 
take way too long.
My hope was that these iterations could become obsolete if wanna-be-chairs could get it right the first time...
