Recently many GGF recommendation documents include normative XML schema or header files.

Given that these schema or header files will be used separately in  theirselves, should they have "full GGF copyright 
and IPR statement"? 

Or should they include shorter version like;

"Copyright (C) Global Grid Forum (2005) Please see the full copyright statement, which grants license to make derivative
 works and other uses, in the Global Grid Forum document series at http://www.ggf.org"

We need to have an official guideline on this issue.
