Title: ACK handling
Description: 
Documentation for ACK handling needs to be more concise.  Transport layer delays can result in ACK arriving after 
confirm/fail.  The following guidelines for using webservice ACKs are proposed: 1. For protocol robustness, RA should 
accept confirm/fail before ACK.  2. ACK should be sent by PA before confirm/fail. 3. RA sould wait for both ACK and 
confirm/fail before sending next message
