Title: (1826) Definition of Sensitivity
Description: 
A public comment indicated that there was sometimes doubt as to whether or not one resource was really/always sensitive 
to changes in another. The change made in response to this has been to define  insensitive strictly as indicating that 
no changes will be propagated, and sensitive as indicating that changes may be propagated. As such sensitive provides no
 guarantees that they will.  This change will stand unless an objection is raised..
