suppose atlas VO has 100 groups:

MappingPolicyRule = vo:/atlas
MappingPolicyRule = deny:voms:/atlas/students

with no deny, the only option is to list all 99 groups which are allowed -> not efficient

the idea is that, first you evaluate the deny, if you have match with the deny, then you stop evaluation and you know that the request will not be mapped; if it is not matched, then you contiue to evaluate the other rules
