Description:
1) We use “instantiated” in the text. This should be “activated” or commissioned?

2) How do we keep the concept of “Enterprise Grid”, but with a wider context? Can we expand this notion to cover 
collaboration grids?

3) Need to add more non-normative discussion around the nature of commissioned.

4) Reorganize the outlining levels of the document.
