Here is the second revision based on feedback/discussion at the telecon today. Thanks all who participated. Hopefully 
this is an improvement over the previous version.
Andreas/others, please let me know if I did not adequately address any of the concerns that was raised at the meeting (I
 am hoping Andreas has the issues recorded in the meeting minutes). 
 
We would need to revisit after GGF11, the terminology and concept discussion that we decided to defer so as not to 
perturb the overall document. Would a tracker item be helpful to jog our memories?
