Problem: Name space collisions can occur between provider and consumers and between providers and providers.

Possible solution: Add a sentence that a namespace SHOULD be within a DNS domain name managed by the corresponding 
provider.

Notes: As a general rule, the company/entity name of the provider is part of the namespace in order to help keep the URI
 unique.  The company/entity then manages the remainder of the namespace internally to ensure uniqueness.
