Attached is a new draft of the document. I will consult with Richard Hughes-Jones, and hopefully we can put this in OGF last call in one or two weeks
from now.
The IETF document is in IETF last call, which will end next week (2011-08-22). I agreed in the IETF that both documents would be simultaneously
published, which means I need a (preliminary) GFD number soon.
The attached version can also be found as revision 16 in the repository.

Status as of the standards council telecon June 6:
IETF said this draft was successfully submitted and posted to the IETF repository. The OGF document may be somewhat different. Our understanding is
that this effort is first being worked via IETF, and then OGF will do a document that relies upon the IETF document.
Essentially, this is a way of OGF providing a namespace that is consistent with the more general IETF document.
As such, we will hold this document, and ping the author monthly or so for updates. Once the IETF document is published, we will start public comment
for this OGF document.
Richard will confirm this, and we'll update the tracker if needed.
