Described in GFD.152 the process starts with the following two steps:

Implemented all last change requests stemming from the last call issued August 5.

Freezing the draft as 

draft-gwdrp-graap-ws-agnegotiation-1.0.doc

and sending it to the editor for entering the public comment period.
