Based on input from the area director, it seems this document will be refactored into separate documents.  Each document will then have a separate 
submission.

Therefore, this document won't continue in the document pipeline, and will be archived.  Thanks to the authors/editors for work to date, which I'm 
sure will benefit the refactored documents.
