The data access create() method has different behaviour (and name) from the createXXX() methods for replicas, 
federations, etc.  Instead of creating a new service to front a data resource, it creates an association between an 
existing service and the resource.  We might want to review whether to keep the two approaches or to adopt one approach 
uniformly.
