in order to (a) increase consistency between SAGA API packages (existing and upcoming), and (b) allow for application 
level data format and data model abstractions, a byte buffer should be used for all IO methods, similar to the one 
proposed for the Message API extension.  That buffer is to be allowed additionally to the current byte oriented I/O 
methods.
