Added a ThreadsPerProcess element. 

Needs review: Added an actualIndividiualCPUCount attribute on this element. It is modeled on the actualTotalCPUCount attribute defined on the 
NumberofProcesses element.

  Comment:
    - Discussed whether to add OpenMP (proposed by Stephen
      Pickles). Introduces the need to describe number of
      threads. This has been ruled out of scope earlier. 
      - Discussed whether it is ok to just use the cpu count as
        implicit value; it is implementation specific and may not be
        what the user wants. It is not uncommon to use more threads
        than CPUs.
     - Andreas: A compromise is to add a NumberOfThreadsPerProcess
       element with type limited to a positive integer; to avoid
       similar questions with the earlier 'power of' discussion.
