Title:	Minimum set of resourse description elements
Description:	The current draft (v17) of the spec includes a number of manditory attributes of the container (e.g. OperatingSystem is required). Is this set correct? There was an indication on the list that implied that they were all optional and shouldn't be. As some are required, the issues degenerates to, do we have the right set?

There was consesus that the BES description should allow for heterogeneity. 

We want to be able to ask for properties.

Resolverd:

Add a 0..n ResourceDescription which contains the current "Resource Description" elements and the "Job Request Constraints" elements plus a name for 
the resource.
