Title: Array operations vs base case with singleton EPR only
Description:
There is some sense to the idea that the base case should only support singleton arguments rather than arrays. On the 
other hane WSDL is not polymorphic, so this would imply duplicate operations.

Also, I believe this issue has been discussed before, So I have set the priority low.

We decided to stick with arrays, and the HPC profiles says that a compliant service need only deal with vectors of size 1.
