I noticed that the explanatory text on the tracker url (appended) says that

> To submit to this tracker via email, send email to 
> ogsa-wg_new@forge-tracker.gridforum.org or click here.
> Fill in the subject line as follows:
> [Site-Suggestions] artifact summary.

What other setup is required to submit artifacts via email? For example should the tracker permissions be set up so that
 anyone can post to it or can we still exercise some kind of access control (accept only email from group members)?
