** Infrastructure (or the "blob" between ogsi & services)

   - (See also 'refactoring' email from Dave, Hiro, Andreas.)
   - (Ravi) OGSI and CMM are more than infrastructure. 
   - (Ravi) Infrastructure can be different things to different people.
     OGSA itself can be thought of as infrastructure. The term is
     misleading/overloaded.
   - (OGSI already uses it; why not use it by extension....)

  - (Jay) OGSI has value beyond grid; ideally should disappear into WS
    space. OGSA is a different story.

   # Decide on a better name later (plumbing, core plumbing,
   # infrastructure,...). .
