From the F2F (Sep 3-4, 2003) minutes:

* Is it services or interfaces? 

(re-)Resolved: We describe services (mostly in terms of function,
          semantics, organization, and interactions) and leave the
          interface definition to the working groups that will develop
          them in detail.

   Comments:
        - Do part of the factoring (mainly for initial guidance) but
          understand that more detailed work may later cause changes.
        - Protocols must also figure here and how to make sure that
          things actually work together.

   Glossary:     
        - "interface" here is used in the WSDL 1.2 sense.
