The resilient reference is added to the EPR (generally) by the issuer of the EPR. The EPR contains a handle' as a 
discriminator for the resolve operation. The registration is out-of-band but could use the RNS registration mechanisms. 
Additionally, I would assume that the EPR of the enclosing EPR is embedded as a reference property of the 
resilientReference. (Although it could also be passed as a parameter).
