A CONSUMER of an endpoint reference that contains an ogsa:resilientReference extensibility element SHOULD send an ogsa-
rns:Resolve message exchange to the ogsa:resilientReference in response to a wsrf-rap:ResourceUnknownFault.

The definition of the Resolve MEP is immature/incorrect wrt OGSA requirements?  How should we resolve this?.
