Title: (741) Enforce GFD.1 preference for plain ASCII
Description: 
Having gone through the pain of retyping titles by hand for the index, I feel
entitled to complain. PLEASE do not unnecessarily convert documents to 
PDF. The GFD.1 instructions include a strong preference for plain ASCII
due to its portability, machine searchability and an number of other advantages.
Wherever possible this preference should be enforced in the Editorial process.
It would be desireable to have those current documents that can readily be
converted (back) to plain ASCII to be done so (at least as additional versions)..
