Title: (742) Rationalize the document numbering convention
Description: 
The GGF document repository numbering system contains a mix of
documents numbered variously GFD/GGF[-<type>]. This numbering
system should be rationalized to a common convention to aid in automatic
searches and document repository sync's and human usage. It looks like
a convention of GFD.## is becoming the norm. This should be retroactively
imposed on the repository (but not internal to the documents. Those should
stay frozen)..
