GridIR is information retrieval on the OGSA grid.  It is an effort to utilize grid computing advantages applied to the 
science of information retrieval in a unique manner.  As with any new system design, it is important to understand 
stakeholder community requirements in order to develop a robust architecture and related specifications.  This document 
details those requirements and establishes a base and context for future system architectures and specifications.
