Description:
Standard TCP (TCP Reno) is a reliable transport protocol that is designed to perform well in traditional networks. 
However, several experiments and analyses have shown that this protocol is not suitable for each and every kind of 
application and environment  e.g., bulk data transfer in high bandwidth, large round trip time networks.  In this 
document, we review and compare different emerging alternatives that try to solve this and other problems.

A new version of the  survey document has been uploaded.
We have pushed the list of authors at the end of document.
We have inserted corresponding author in foot as what asked
remove draft references when possible and replace them by publish 
technical papers.
Several modifications, as suggested by Joe Touch, have been made
and new references as aggreed by the community, added.

It is fine with me to publish as informational
- one could trim the author list to the list of authors as mentioned at the end of the draft
- one should not reference internet drafts. I know that is difficult in this case but those drafts are not findable, although google helps a lot here.
..
I still would prefer if drafts are not referenced but at best mentioned in the text.

We will finish the document for end of july, integrating several new
suggestions (new ref, editing,...) proposed by people who sent their comments directly to me.

Public comment is now complete.  I would like the authors/editors
to consider the public comment about co-submitting to the IETF,
perhaps via our IETF Liaison (Cees de Laat).  As GGF editor, I don't
think it's my role to pursue such joint submission, but have no objection
as long as it doesn't create undue barriers to the GGF's publication.

The other issue is the .doc in this tracker seems to be broken (it
kills my MS Word, every time).  If you (Michael?) can open it, please
try copying then pasting into a brand new document and uploading that.
I hope this is just a minor problem since obviously the PDF was generated
successfully.

Otherwise, I think this document is ready for publication. If the authors
would like to apply some further small edits or tuning, please do so
before re-uploading the next version.  Once it's there, we'll go ahead
and publish it as a GFD.   Thanks for your efforts with this document.

Directors should encourage individuals to participate
in the public comment process and should announce
the public comment availability to appropriate
communities and groups.

Public comments play an important part in the advancement
of a GGF draft and publication as a document in the 
GGF document series.

An active public comment period strengthens the case
