This document been discussed at GGF14, GGF15, GGF16 and been through gir-wg@ggf.org mailing list last call.  Because gbn
 is co-chair of the GIR-WG (though not an author of this document), area directors Steven Newhouse and Dieter 
Kranzlmueller will work this document though the Editor process.  In brief (from GFD-C.1):

1. Confirm the document meets basic eligibility requirements (mailing list last call accomplished; within scope of WG; 
reasonably well-written and relevant)

2. Approve for 30-day public comment (reassign to Josh)

3. Negotiate with the author for any needed changes post-public comment

4. Approve for publication as an information track document

I can confirm that this has been reviewed by both of the area ADs.

I did again... Its currently marked as an E (experimental) not I
(informational) which I thought was the model... can you clarify this
minor editorial issue?

The public comments are supportive. I see no reason why this cannot be
published.

The author posted a response in the public comment tracker, but for some reason Gridforge is preventing him posting to this tracker.  Via email, Dr. 
Kim indicated the most recently posted document will stand as the version ready for publication.

We will seek confirmation from Dieter or Steven on its readiness to proceed to publication.  In anticipation, I generated the updated document (header
/footer etc.) for GFD-E.082.
