Title:	(1815) Need more Administrative Operations
Description:	The list of the defined operations does not cover administrative operations like "rejectJobSubmissions(Policy)" and "allowJobSubmission (Policy)" useful for disabling/enabling new job submissions based on the policy defined by the CE administrator (e.g. if the CE has to be shutdown for maintenance; disable new submissions if the number of active jobs is > 3000; etc). 	Comment:	As we only have these two operations clearly identified, we close this one with no action.

Comment:

We curently have only stop and start accepting jobs. The possible resolution to this one are:

1) Claim this level of management is out of scope, which questions why we have start/stop accepting activities.

2) Generalize the start/stop operation to a "SetContainePolicy (Policy)". Define a few policies "allow_all" "permit_all" (replaces start/stop). Other 
policies by extension ate then possible, and we could define a few optional ones like outlined above to ensure interoperability.
