Description:
Should we allow WS-Policy Compositor-expressed choices (OneOrMore, ExactlyOne) to be used in an Agreement included in a 
createAgreement operation?

What is the semantics of these choices? Does the client accept any choice by the Agreement Provider? When does the 
AgreementProvider has to execute the choice, when the call is received before the agreement resource is being created or
 later. Can the Agreement Provider change it subsequently, if we assume that the Agreeement  Initiator is content with 
any choice?

It appears easier to mandate the All compositor for all Terms, leaving no choice for the Agreement Provider, just for 
the Agreement Initiator.
