Title: Clarify details of the requirement for hold points
Description: 
The PGI input suggests to introduce hold points in order to manually move files to/from the job. This is an 
implementation hint, an as such the two issues must be disentangled. Necessity of having hold points in job description 
needs to be clarified, and feasibility discussed.
