Comment:

The BES state model which is used for the OGF-specific activities is a) extensible and b) not the only possibility for the substituion group. 
Therefore, in cases where the rejection of an activity is seen as a state change (which is highly domain-specific), either the BES state model has to 
be extended or an arbitrary other model should be used.

The above statement should be added to the document at the appropriate place.
