forward reference limitation - language in the section on our expressions mentions that implementations may have varying
 ability to support forward reference. 

More needs to be said here. There is likely a minimum that we want all DFDL implementations to allow. E.g., 32Kbytes of 
distance. I.e., you can refer to something forward so long as the representation is less than 32Kbytes away from the 
current position.
