- It would be clearer if the BNF formats for Reference and CharRef were moved up by two paras. The description of %#r 
should be left until last, and perhaps given a sub-heading of its own.
- v0.36 wrongly suggests that %#rNN; must represent the whole of the byte sequence for some valid character in the 
encoding. I don't think that was intended.
- The sentence at the very end of 6.3.1 should be deleted or moved. Better to include that in the intro para to 6.3.1 if
 not covered already.
