Thanks for this submission. It is ready for public comment. But for the next version, you need to update nearly all of the references.
Most of the items in the Reference list are not actually references. They should be cited in-line (they are just URLs). For those that are to static
documents, you need to include the full bibliographic citation, not just the URL. Author, title, publication, date, etc. I'm emailing you the new
GFD-C1 which has some details.
During public comment, please solicit comments from your constituents as a sign of community support.
