This tracker isn't relevent anymore after the refactoring to a WS-SecurityPolicy-based scheme.

This particular Requirement (R408) has been removed and the new document version refers to the ciphersuites in WS-SecurityPolicy.  For the relevent 
tracker on SSL ciphersuites, see artf5915.
