In section 12, when mentioning the disclosure of confidential information, the person whose information will be disclosed should probably be notified 
of the fact that this disclosure might happen.

Discussed at today's GFSG telecon, and is now in GFSG mailing list final call.

Chris had some questions concerning how confidential information is handled, which he might type here.  This might be an editorial change.

David/Ramin: can you do the final version with 'track changes'
